Japan was a major importer of inexpensive Christmas goods to the USA during the 1930's, taking advantage of the disrupted market supply at the start of WWII.  They perfected manufacturing techniques to produce affordable, popular decorations for the American market, which were sold widely in five-and-dime stores. A variety of Christmas figurines were imported, including celluloid toys, spun cotton figures, felt and small porcelain or bisque pieces.  It wasn't until the 1950's that the "happier", "smiling" kitschy elves started arriving.
